I disagree. What's the advantage of shipping all these utilities in the wml package? None. The upstream author included these for WML ports to other (non-GNU) systems which are likely to have no m4 (or atleast a different one). There is already an eperl, m4, etc. package and we should use these. If special versions are required, you could use versioned dependencies.
