I've always reflexively translated "preferred form of modification" into
"preferred form for modification", which simply elides the noun from the
long-form phrase, while - unlike the "of" version - retaining the same
meaning.

If a short-form version of the phrase is wanted, I suspect using "for"
instead of "of" might work considerably better.
