I strongly disagree with this opinion. From personal experience I know several people who are not developers of Debian, but are technically interested, and they *do* care a lot. And they are searching for alternative distributions without systemd. One of the things that systemd breaks (not checked on Debian, but on other systems), is that screen session are killed when logging out of the ssh session. This is a *fundamental* change in behaviour, and does break a lot of setups and systems. So I *strongly* advise to inform *and* ask the users!!!!!!
