Then this isn't an issue.
What about packages that produce only arch:all binaries?
dpkg-buildpackage generates _$arch.changes for them, too.
There's no reason why a _all.changes file wouldn't work for those,
Sure, but that's not what dpkg-buildpackage creates. Do you expect
maintainers to rename them every time?
