It does not "make packages better". No lintian check (or reject based on
one) does it. It helps catch mistakes. Example for this one has been
elsewhere in the thread. Most cases of empty packages that are hit by
this check are uploads that shouldn't happen, and for the few ones where
it should be empty - thats why it is nonfatal.
