Oh, turns out Thunderbird *does* have a View -> Character Encoding switcher for individual messages. It's just that this was disabled for the message I was looking at, because of https://bugzilla.mozilla.org/show_bug.cgi?id=1258875 I think the better way forward would be to fix that bug, rather than to package this, so I will close this bug.
