Debian translators just translate packaging texts. Everything else is done by upstream (which can be the same people, but it is not organized by Debian AFAIK). You could ask on Debian's translator's lists (or other translator's lists for open source in general) if people are willing to help you. You seem to think that Debian has a system where you just submit the text and translators will work on it, but that is not the case (other than for debconf translations). Debconf translations (and pretty much all other translations) are done with gettext, so if you use that, any translator should be familiar with the workflow.
