Happily, our default init system already does that. systemd's authors see the lo device as being less like networking and more like part of the "API" of a Linux machine, so pid 1 sets it up during early boot, rather than leaving it as the responsibility of whichever of ifupdown, NetworkManager, systemd-networkd etc. you're using. That seems like a reasonable approach to me. S
