It is useful as an element in other protocol implementations that incorporate TLS 1.3, and it provides two different cryptographic backends (with different licensing implications): - minicrypto (based on cifra and micro-ecc) - OpenSSL (based on OpenSSL) While picotls upstream currently only ships static libraries, I've spoken with Kazuho and he believes picotls is approaching interface stability.
