I'd like to be able to assign this bug to a package so that we know where to hunt for the issue. Can you, maybe, confirm that you're actually using the isc-dhcp-client, and then install a minimal system, with no desktop environment, no network manager, no automated network init. Then, without network active, force the filesystem into read-only and invoke the DHCP client in debug mode from the console. If your hypothesis is correct, this should also show the faulty behavior. That would be a solid point from where we can take a closer look. A next step would be to see whether this behavior also happens when the file system is mounted read-only manually, taking the complex VM/iSCSI aspect from the setup.
