It's worth remembering that Debian infrastructure relied on qmail for a long time, despite it not being under a DFSG compliant license at all. We can argue that everything running in Debian infrastructure /should/ reflect what we ship to users, but the reality is that there are multiple reasons why it may not and the project as a whole hasn't concluded that it should be a requirement to do so.
