Oh, I didn't know we had a release upgrade tool orchestrating the upgrade like they do. You should tell the release team, I think they are still looking for a bulletproof solution to upgrade ssh early among other things. And I am pretty sure the unmerged chroots are an open question for them still as nobody is running the upgrader in there of course. See also https://bugs.debian.org/985957.
