I agree.

Maybe my wording was too harsh; as a matter of fact, I think the
flag day will work just fine, and even if we stretch the upload over
more than a dinstall cycle, the absolute worst that will happen is that
bootstrapping will not work for a few hours or days.

I initially thought that the unpack order would be simpler to
implement without breaking compatibility with older releases, but
after Helmut's sibling reply in this thread, I don't think there is
much of a difference, if at all.
