but setting [email protected] as the Maintainer of foo means forwarding to itself.

I think it mainly forwards to the mail addreses that have subscribed
to the package in the Tracker. You have a "Subscribe" button in the
top right corner of the Tracker package.

It's a likely explanation,
but then Uploaders continue to be ignored.

I'd also appreciate some (clearer) documentation of the @p.d.o addresses,
other than the vague mention in devref.
Policy doesn't seem to describe it,
nor did I succeed searching in wiki.d.o.

Does https://qa.pages.debian.net/distro-tracker/ help?

It only describes,
in the Email Messages section,
that the "contact" keyword forwards emails to [email protected].
I don't see evidence it describes how the address itself works.
