Yes, this is intended as an RFP: I'm looking for a volunteer maintainer for
scx and I'm happy to help with upstream knowledge and review. If no
volunteer maintainer emerges, I can consider maintaining the package myself
or converting this into an ITP, but I wanted to check for interest first.
