Oh.  Hmmm.

I'm reluctant to change the meaning of this combinationn of
configuration and command line.  Someone might have set
dgit.default.quilt=nofix globally, because they don't like the way
that the default mode (linear) can make changes to their branch.
If they ever use gbp-build, fixing your workflow would break theirs.

So I think this requires a new config setting.
