I agree that it is not *generally* useful; also see <https://matija.suklje.name/how-and-why-to-properly-write-copyright-statements-in-your-code#why-not-bump-the-year-on-change> which I think is a great resource.

But, I still think that updating the year of the "debian/*" stanza has value simply as a nice way of documenting who has been responsible for taking care of the packaging in a given period of time.

So while from copyright law it may or may not be useful, I still see value in it -- just for "debian/*".
