I don't think this is accurate? As Sebastiaan linked to db.d.o: One machine is hosted with the German ITZBund and the second machine is hosted with Marist, which as far as I know is distinct from the Community Cloud. If I recall correctly, the Community Cloud did not cater well to the kinds of permanent machine leases and required regular renewal.
Speaking with my autobuilding and sysadmin hats: I think it'd be good to have a third place to host a buildd. We are relying on sponsors and it has become increasingly difficult for them on other architectures to keep providing service to us. This has not hit s390x yet. But it always had a concern marked on [1] about exactly this situation. A third location would ameliorate at least some of the concerns we have.
