Sorry, I don't understand what the problem is that you seem to point at
with your codesearch URI, nor what you are planning to do and ask for
advise about.

If your plan involves introducing a package containing lists of SPDX
shortnames and the full license descriptions they correspond to, then
I believe there are already several such packages in Debian.

If your plan involves introducing a package containing the *contents*
of SPDX licenses, then that is already in the works as spdx-licenses
(thank Michael Lustfield for the initial work, and blame me for
stalling its progress for years). Help with that package is welcome.
Also, when that package is in proper shape, I hope that we can use that
as canonical source for auto-generating some of the other related
packages.
