In fact, it has been mentioned (on tar-forum, I believe) that gzip (the program) will eventually include the bzip2 algorithm...
But in the meantime, it makes sense for dpkg-source to deal (ideally, by having a set of original files and an explicit map [*not* a general purpose shell script] of how to unpack them to produce the "orig" sources.
