My point is that even in the absence of a hard requirement to have a
human name in Uploaders, we still shouldn't move packages under teams
unless there is someone on that team who would be willing to add their
name to Uploaders in the current world.

Yes, just like we don't want orphaned packages to be dropped into our teams for maintenance, we don't want orphaned packages' repos to be dropped into our team namespaces either.
