This is a Gnome FAQ item. Gnome is not meant to have a single window manager. In it's final form, it will work with any window manager. There is the beginnings of a specification for what needs to be done to a window manager for it to be Gnome compliant. The rest of it looks like a bug. The Gnome 0.20 release is essentially a snapshot release (alpha quality at that), and it has not undergone a rigourous testing cycle upstream. So I'm expecting lots of bugs like this. I wouldn't go to great lengths trying to report bugs like this, as they have probably already been corrected upstream, as Gnome is under very active development.
