It's de facto orphaned both upstream and in Debian, and a new version exists, supported in both upstream and Debian. I was told once that we only kept version 19 in the archive for the sake of the people who haven't yet managed to convert their configuration files to version 20. It would seem logical to declare that "conversion" time period over, after three years. Note that removing a package from the FTP archive doesn't mean the package will automagically be removed from all users' machines, not by a long shot.
