Bug#1110184: Another symptom

In #1110930, I documented that my /etc/sysctl.conf was renamed to
/etc/sysctl.conf.dpkg-bak during upgrade to trixie, and therefore
disabled.  This caused various breakages because I had made changes in
there that were important for my system.
