Well, it certainly could be. Feel free to reassign the bug to bash, but since dpkg-dev isn't installed on most systems, I thought it would better be kept with dpkg-dev like the bash completions for dpatch-edit-patch, dput, module-assistant, make-kpkg, quilt and subversion are provided by the respective packages.
