Basically it looks like the manpage says "-d" causes generated
perl:Depends on "perl" to be changed to "the correct base package".

It may be that "perl-base" should not be depended upon as being
essential, but not generating a perl:Depends just causes the control
file to become un-parsable by dpkg-parsechangelog, which does not like
empty strings in its comma-separated lists.

As I suppose the purpose of dh_perl is not to have the maintainer
check the output of dh_perl to decide what to put in the changelog, I
suppose something is missing.

- maybe it should still add perl-base ?  Hm...

- maybe the output of dpkg-parsechangelog should be filtered to
sanitize such substitutions ?  That would also help for any other
substvar-generating commands that may produce empty vars.

- maybe dpkg-parsechangelog itself should do this job ?
