Hello DPKG developers,

Following Christian Perrier advice, I resent a former request I posted
in January. I apologise if you actually got the earlier request:

I am attempting to fix a long standing issue in Debian, which is fully
documented in bug #218893, namely the fact that dpkg-buildpackage will
call 'debian/rules build' even when called with -B, thus making
Build-Depends-Indep nearly useless.

For the exact issue please read #218893. The patch in the bug #229357
implement the fourth proposal.

One problem that plagued the resolution of this bug was the conflicting
opinions of the various dpkg maintainers about how to fix this issue.

So I would be very grateful f you could take a decision and implement
it.
