That document clearly says that dpkg does NOT remove old conffiles
during upgrades, and describes the steps for maintainers to do so
themselves using maintainer scripts. Does this mean that it is the
maintainers' responsibility to get rid of old config files during an
upgrade? If this is the case, could you please codify the rules
somewhere?

I am unable to think of a way to get over this problem easily, if dpkg
does not want to remove old config files and the upgraded package
disowns those config files. Maybe either dpkg or the package
maintainers can make the package `own' the old conffiles? Just leaving
them would not be the right way, as the piuparts install+upgrade+purge
cleanliness requirement is a Lenny release goal, right?

(Just my ideas, I am not too sure of all problems here).
