I've just noticed that despite the matter being a problem in ntp, this bug was filed against dpkg-dev and at 1.14.6.6 when 1.14.18 contains changes that directly improve the cross-build support for packages like ntp. *ALL* the remaining issues in crossbuilding ntp lie solely within the ntp package - namely debian/rules. I think this bug should be closed forthwith. dpkg-dev has already done everything necessary to support cross-building on Lenny in 1.14.18. As outlined already, I'm more than happy to supply a patch for ntp.
