This doesn't mean that s-s-d has a problem however. And I don't agree
with the premise that /proc should not be required.

And? You know that the etch version is _released_ and as such can't be
fixed unless it's a major problem (which this is not). And as I said,
you should check if the sid version is any better for your problem.

So file bugs against real problems where they are. :)

Not until you define more precisely what problem do you have with
start-stop-daemon and what would be the right behaviour in your opinion.
In many cases, it's the caller of s-s-d that is at fault and not s-s-d
itself.
