This version does not install dpkg with 000 permissions. Something else screwed the permission... otherwise many other people would have already reported the problem! Was the dpkg installation run interrupted in some way ? What else did you do after the dpkg upgrade ? What filesystem are you using for /usr ? Unless you can come up with new elements (inspired by the above questions), there's nothing to be done of this bug report until we can reproduce it and it will be closed in due time.
