I kept it on purpose because it allows the user to call quilt and have it work on the correct directory even if QUILT_PATCHES is not set to debian/patches... I'd rather suggest to add .pc to .gitignore or equivalent. Thus I'm tagging this wontfix for now (until someone manages to convince me otherwise).
