The real cost is that packages with a broken buildsystem may start to
ship a /usr/share/info/dir.gz file if install-info is installed in the
build environment, for details please see
http://lists.debian.org/debian-devel/2009/08/msg00939.html.  This looks
rather dangerous since an unknown amount of packages is affected.
