If both HOME and XDG_CONFIG_HOME are unset (which happens sometimes on buildds), dpkg-buildflags issues a warning:

$ unset HOME
$ unset XDG_CONFIG_HOME
$ dpkg-buildflags --get LDFLAGS

/usr/share/perl5/Dpkg/BuildFlags.pm line 109.
