I'm afraid this is wrong. dpkg-buildflags supports the DEB_*_MAINT_* operations only since 1.16.1 and the same variable without _MAINT was never meant to be used by the package maintainer (even if it was not 100% clear in the doc). So I don't really think we can say that this interface has been around for a long time.
