This message comes from
/var/lib/dpkg/info/ibritish-insane.postrm
and suggests a somewhat broken perl installation.
Does “perl -MText::Iconv 'print "hello.\n"'” work for you? What
versions of perl, perl-base, libtext-iconv-perl, and ibritish-insane
do you use?
Adding "set -x" to the beginning of the postrm script might help in
finding what command produces the above message.
