In that case then, I'm reassigning to emacs, because it would seem like
the editor might be mangling the patch. And not going to change
dpkg-source to accept such patches because they are bogus and
they would not be accepted by older dpkg-source versions anyway.

In addition I just noticed you already filed this exact same report
some months ago, which was closed as wontfix.
