Ever. if you do, you risk all kinds of problems, like binNMUs having broken control files, your package FTBFSing because the script used to generate the control file no longer functions, and similar things. Building debian/control in an automated fashion is fine, but it must not be done as part of any regular "dpkg-buildpackage" call.
