I have just experienced this issue: it appeared that dpkg-deb does honours TMPDIR, but that the used devscript which calls it does not pass the TMPDIR environment variable. The involved devscript is debuild : TMPDIR has to be preserved. So, either the issue was fixed or the issue is rather a calling issue. On my Wheezy box: $ dpkg-deb --version Debian `dpkg-deb' package archive backend version 1.16.10 (amd64).
