I'd like to weigh in here as one who has to build the Chromium source
package on an almost daily basis, rendering his computer almost unusable
during the build (~20 min).
Changes in debian/, i.e. those that doesn't touch the upstream
directories, shouldn't to require a new .orig unpack. I'm not saying
this should be handled automatically by dpkg-source, but it would be
nice to give the maintainer control over that and have -ss in 3.0 Quilt too.

Not only that. In an average hard disk machine, the system grinds. And
this is not only an I/O hog, CPU cycles are also wasted.
