Hmm, It is sufficient to attempt to configure apache-ssl_1.2.6+1.16-1 to trigger this bug; it may simply be either a package problem or a dpkg problem (since aside from using apt, that was an upgrade that happenned this time through...) I'll also see if actually installing apache and apache-common helps...
