I think Debian is going to continue using a wide variety of different revision control systems as fit the feelings of individual developers and having another conversation about that will probably generate more heat than light. The *dpkg* maintainers, on the other hand, can probably have a proper conversation about revision control systems for maintaining *dpkg* and generate a fair amount of light. :) I do think there's some appeal in the suggestion of making dpkg a package with a separate "upstream" release that both Debian and Ubuntu merge with, if for no other reason than that it provides clear synchronization points and makes it extremely obvious in which ways Debian and Ubuntu may have diverged from that synchronization point.
