What version of dpkg were you using when this happened?  dpkg has changed to
more aggressively remove empty directories included in the package; I think it
does an additional "attempt to remove directories whose removal failed before
removal/purge".  In that case, this is a dpkg bug (it should use lstat, and
confirm that "directories" included in the package are actually directories,
and not symlinks to such).
