In terms of energy consumption special purpose routers are
much better than generic PCs. Only the extremely low-power

but you have to factor in the cost to the environment of new materials
and energy use during manufacture and shipping, possibly plus the
disposal of the old PC which isn't broken yet.
Perhaps the school should continue to use its existing firewall, but if
it doesn't have one, buy a dedicated box.
On the other hand, a custom skolelinux firewall, with built in content
filtering and vpn, sounds attractive. Does Debian Edu have the
person-power to maintain such a distro?
