Do you have a default installation? Which desktop environment? Did you modify gosa somehow? On a default combi server install (desktop=kde) imagemagick-common is installed, imagemagick isn't. Your problem isn't reproducible for me, adding a user picture is working with both PNG and JPG images - no error reported. (GOsa² needs imagemagick or php-imagick to be installed for this feature).
