at least the bugtitle is far to unprecise. Here, I test Debian Edu bullseye really heavily and integrate FAI in Debian Edu.
The FAI installer and also the diskless machines I very often boot via iPXE/QEMU. In Debian 11 (and probably beyond), PXE booting in QEMU works, for BIOS legacy VMs as well as for UEFI based VMs.
(With UEFI VMs I have observed certain boot failures in the past, but that may have also been related to broken FAI installations).
So, on a scale from 0 to 10 (using virtio net driver) PXE booting works 9.9 out of 10.
I presume that mirabilos's bug report needs to be retitle more precisely (what is failing when in what combination and it should be re-tested against a Debian 11/12 setup, maybe also Debian 10 if needed).
However, I don't see a reason for this being an RC bug for upcoming bookworm. Things simply+basically just work with QEMU/PXE/virtio-net here when all is used in virt-manager / libvirt.
