If the Debian Edu main-server is installed from BD media without network access, the installation must not fail. Currently, we have various scripts that run during finish-install phase that try to download things from Debian infrastructure.

These scripts should not fail and a repeated script run (once the system is online) should complete the installation steps. I'd vote for not having this process happen automatically, but rather cover it in documentation ("if you installed offline, please commence step A, B, C, etc. manually, once internet access is available").
