Because that will put it in Debian stable eventually. Stuff travels
from unstable to testing to stable unless bugs prevent this from
happening. And that's the only way for a package to end up in stable.
All packages in stable have gone through this process (and some are
still not going to be replaced with newer ones in the next stable
release, because no new package has made it through :-/
