The packages emacs-snapshot-{el,common,bin-common} replace old versions of
emacs21
(<< 21.2-4). Surely there is no need to do this, is it? It seems to be a
remnant
of the later emacs21 packaging, which changed in version 21.2-4. I think you
can
safely remove the lines which state
Replaces: emacs21 (<< 21.2-4)
from debian/control.
