anthy: need help convert to using dh-elpa

The Japanese input method package "anthy" is not using dh-elpa and I have been trying to convert it [1] to using dh-elpa, but no success so far. Please help. I followed the wiki and made some changes here [1]. The package builds, but somehow, *.el files are not installed in the binary package "elpa-anthy". I also had to write anthy-pkg.el because dh-elpa fails to generate one. I don't know what is wrong here.
